What is an "ideal game"?
The result matched what was expected from the level difference — the rating did not change. That is an "ideal" game.
The Elo system works so that when two players have a match with the expected result relative to their levels, their rating does not change. Such a game is considered ideal.

It is not an error or an "empty" game: it confirms the current levels of both players.
